Energy Upgrade California in Los Angeles County is the largest residential energy efficiency retrofit project in the nation. It helps homeowners make energy saving improvements that save energy and money and promotes job creation.
Energy Upgrade serves as a one-stop resource for homeowners to find information on home upgrade benefits including rebates and incentives, financing, finding a qualified contractor, workforce training and home energy ratings.
Los Angeles County was one of the first counties in California to participate in the Energy Upgrade California program, thanks to an unprecedented alliance among Los Angeles County, Southern California Edison, the Southern California Gas Company, and the 88 cities within the county.
Funding for the Energy Upgrade California program comes from multiple sources including the American Reinvestment and Recovery Act Energy Efficiency and Conservation Block Grant; US Department of Energy’s Better Buildings Program funding and a California Energy Commission discretionary grant.

The project partners are The Energy Coalition, the County of Los Angeles, BKi, Build it Green, Renewable Funding, Southern California Edison and Southern California Gas Company, six Councils of Government and the 88 cities within Los Angeles County.
What are the Outcomes?
The project is laying the foundation for market transformation of the home performance industry with a goal to create thousands of residential retrofits and over 3,000 new jobs.
TEC Leadership
TEC leads the development and implementation of the marketing and communication strategy to engage LA County homeowners to make energy upgrades to their homes. TEC leads the grassroots coordinating effort and outreach strategy with eighty-eight LA cities and LA County, with six Councils of Governments (COGs) and directly serves thirty-seven cities.
TEC is also the lead agency for coordination with the investor owned and municipal utilities which has resulted in an unprecedented integration of utility and local government resources supporting long term market transformation.
