Nearly half of Californians rent their homes, but most clean energy programs are only designed for homeowners. This leaves millions of people stuck with rising utility bills and hotter days with no way to make their homes more comfortable or efficient.
At TEC, we’re closing this gap. Our Direct-to-Renter™ program bypasses the usual barriers of working through landlords by putting portable, clean energy technology directly into the hands of renters. This isn’t a replacement for structural retrofits to rental properties, but it is a critical tool to fill the equity gap now.
Direct-to-Renter in Action
The Direct-to-Renter model is growing fast! TEC is supporting programs across California. While the name might change depending on jurisdiction, the goal is always the same: helping renters access clean energy benefits. Below, you’ll find a list of current programs, ranging from those just getting started to those already serving their communities.
Santa Monica Renter’s Energy and Cooling/Heating Program (REACH)
REACH aims to provide free appliances for up to 250 income-qualified Santa Monica renters during their first round of funding.
Pomona Power Up by Pomona ACTS
Pomona Power Up aims to serve up to 180 renter households, alongside other significant sustainability investments throughout the community.
OC Power Authority Renter Energy Efficiency Program
The first round of OCPA’s renter program provided batteries and portable A/C to nearly 250 households, providing approximately $1,500 each in equipment, plus energy cost savings.
Alhambra Renter’s Equity-Driven Green Electrification (EDGE)
Alhambra’s upcoming Renter’s EDGE program aims to serve up to 100 households. They’re partnering with community organizations for trilingual application support.
Bay Area Community Choice Aggregator Direct-to-Renter Program

Renters’ Marketplace
Westlight Energy’s planned program design includes a simple e-commerce platform, instant rebates, concierge-style personalized support, and community partnerships.
