What will California’s energy future look like from 2028 to 2035? This year, TEC played a key role in shaping the blueprint for what comes next.
TEC helped several organizations with their Business Plan applications to the California Public Utilities Commission (CPUC) for formal regulatory review this year. These plans will shape energy programs across the state from 2028 to 2035, supporting energy codes and standards, workforce development, and the needs of the residential, commercial, and public sectors throughout California’s economy.
Business Plan filings outline the “portfolio administrators”—or organizations authorized to provide collections (portfolios) of energy programs—plans for their energy programs, budgets, and savings goals. They serve as a roadmap for how public, ratepayer funds will be used to help California save energy and advance our climate goals.
TEC helped several portfolio administrators identify energy efficiency measures to include in their plans, then worked alongside their teams to develop metrics and targets to ensure projects achieve the energy goals we set. For some portfolio administrators, our team supported the business plan narrative, helping portfolio administrators’ visions come to life. With our support, portfolio administrators could feel confident that their proposed energy programs will meet regulatory requirements and serve customer needs across sectors.
We were proud to work with the portfolio administrators below on their regionally-specific, business plan applications:
- San Diego Regional Energy Network (SDREN)
- Bay Area Regional Energy Network (BayREN)
- WestLight Energy (previously Peninsula Clean Energy)
- Inland Regional Energy Network (I-REN)
- Southern California Regional Energy Network (SoCalREN)
Building the Blueprint for Equitable Energy Programs
Through this collaborative effort, TEC helped translate complex ideas into clear, compelling plans that align with California’s broader energy policy goals. If approved, these programs will improve energy affordability, advance decarbonization, and provide equitable access to energy efficiency resources across the state.
