A Clean Energy Solution Meeting the Urgent Needs of Low-Income Tenants
On January 21, 2026, The Energy Coalition’s Director of Funding and Research, Felicia Federico, took the stage at the CPUC Decarbonization Workshop to present on the Local Programs Panel. She highlighted our innovative Direct-to-Renter™ program model—a straightforward solution designed to put portable clean energy technology directly into the hands of renters.
Bypassing Barriers, Delivering Comfort
Renters represent 44% of California households and a staggering 66% of our low-income population. Unfortunately, traditional energy upgrade programs often exclude tenants due to landlord gatekeeping and complex approval processes. The Direct-to-Renter model flips the script:
- No Landlord Involved: We can completely bypass property owner sign-offs.
- No-Cost Appliances: participants immediately receive portable, 120V technologies like heat pump air conditioners, air purifiers, and induction cookplates.
- Immediate Impact: This approach gives participants more control over their energy billets, improves indoor air quality, and increases climate resilience for the people who need it most.
Scaling Across California
What started as a successful community-led pilot in Pomona is now building major momentum. Direct-to-Renter programs are currently expanding across the state to cities like Santa Monica and Alhambra, proving that we can build a scalable roadmap for equitable decarbonization.
