One project at a time, we’re building a clean energy future. To achieve our vision of affordable and accessible clean energy for all, we partner with our clients to create advanced energy communities.
Each year, TEC partners with clients to complete energy projects across California. We focus on serving BIPOC and other communities that have been disproportionally harmed by the energy industry, climate change, and other detrimental environmental impacts. Together with these Environmental Justice Communities, we are creating a more equitable and inclusive energy future.

Our Staff
Allison is TEC’s Executive Vice President and serves on TEC’s Board of Directors. Allison provides management and oversight of program implementation with a focus on strategic planning, business development, operations, and leadership development. Prior to joining TEC, Allison was the City Manager for the City of Irvine where she served for 17 years. Prior to her work with the City of Irvine, Allison was the Executive Director of Human Resources for the City of Santa Ana. She has extensive experience leading teams to design and implement public purpose programs and startup organizations. Allison has a B.A. in Political Science and an M.P.A from The University of Colorado, and a Ph.D. in Public Administration from USC.

Alina supports the development and implementation of Incentive Programs such as SoCalREN’s Streamlined Savings Pathway Program, SoCalREN’s Metered Savings Program, and IREN’s Metered Savings Program. She has over five years of experience in building energy efficiency consulting. Before TEC, Alina worked at VCA Green as an Assistant Project Manager and managed and tracked sustainable multifamily and commercial new construction projects. Alina holds a Bachelor of Arts in Environmental Science and a minor in Business Administration from Whittier College.
Allison Hang supports energy project delivery for a portfolio of energy efficiency projects for the SoCalREN Public Agency Programs. She has over five years of experience in the environmental and energy sectors. Before TEC, Allison worked in Customer Data and Programs at Clean Power Alliance and Public Affairs for Marin Clean Energy. She holds a certificate in Energy Innovation and Emerging Technologies from Stanford University as well as a Master’s from UC Berkeley and a Bachelor of Arts from Trinity University in History.
Our Board members
Michael Brown has worked in environmental management for almost 25 years. Currently a partner at Brown and Wilmanns Environmental LLC, he provides strategic and technical consulting to improve environmental performance in various industries. Previously, Brown directed the Environmental Assessment Program at Patagonia Inc., and prior to that he oversaw environmental programs for the State of Massachusetts and the City of Irvine. In addition to his current consulting activities, he is the case studies editor for the Journal of Industrial Ecology. He holds an MRP and a PhD in environmental health from Cornell University.
In all the work we do, TEC recognizes the interconnectedness of energy and sustainability with environmental and social justice. TEC takes a holistic approach, supporting progress towards several UN sustainable development goals.

What do you do at TEC?
We partner with communities of all kinds, including cities, counties, and schools to create an affordable and accessible clean energy future for all. Informed by our deep experience and knowledge of the energy sector, we customize our support to help you turn big energy goals into results.
When was TEC founded?
We’ve been around the block a time or two. TEC was founded in the midst of the 1970s energy crisis. With nearly 50 years of experience, we understand California’s energy history.
Do you accept donations?
We do not collect donations or fundraise like a traditional nonprofit. Instead, all our funding comes from grants and client contracts.
Are you a consulting firm?
TEC is a 501(c)3 nonprofit organization, but in some ways we do operate like a consulting firm. Instead of collecting donations like traditional nonprofits, we provide professional expertise to clients to fund our work. But unlike traditional consulting firms, we are mission-driven and overseen by a Board of Directors. Think of it like “consulting with a conscience.”
Who does TEC work with?
TEC partners with local governments, utility companies, regional energy networks, community choice aggregators, state agencies, community-based organizations, school districts, and more. If you’re looking to create a cleaner energy future, we want to work with you!
Where do you work?
TEC has four offices across California and a distributed workforce across the state. We have local knowledge of specific needs in communities across California, so we currently focus our work on California. However, we have also partnered with organizations in Arizona, Vermont, and even organizations as far away as Sweden! Are you a utility company? A solar company?
Nope! TEC is an independent nonprofit organization. We often partner with other energy industry organizations, including utility companies, regional energy networks, community choice aggregators, technology providers, and community organizations on projects that are creating a clean energy future.
Is it pronounced “T-E-C” or “TECH”?
We refer to ourselves as “tech”!
