TEC designed and is currently implementing SoCalREN’s Public Agency Programs. The programs help public agencies to identify energy saving measures and provide no-cost services to take energy efficiency projects from design through construction completion. To date, the programs have saved over 70 million kWh while building overall energy capacity and expertise of public agencies throughout Southern California.
Since launching in 2013, The Southern California Regional Energy Network (SoCalREN) Public Agency Programs have helped public agencies overcome barriers to energy efficiency. The Energy Coalition designed and continues to lead the implementation of this program, offering an array of customized solutions to over 700 agencies throughout Southern California, including cities, counties, K-12 schools, water districts, and other special districts.

The Challenge
The SoCalREN Public Agency Programs are ratepayer-funded programs created in close collaboration with the County of Los Angeles, Southern California Edison, Southern California Gas Company and TEC. The County of Los Angeles needed support from an organization with the expertise and resources to design and implement smart energy efficiency projects for public agencies that reduce energy usage and save money.
Our Strategy
TEC helped to design the SoCalREN Public Agency Programs and now supports the programs by offering customized, start-to-finish services to help accomplish energy efficiency projects for over 120 enrolled public agencies.

Services for public agencies include: project management support, portfolio-wide comparative energy analysis, benchmarking services through Energy Star Portfolio Manager®, technical assistance, access to financing, competitively bid specialty contractors, transparent pricing, and assistance with utility rebate processing.
Since its inception in 2013, we’ve helped the Program grow to over 120 enrolled agencies, breaking down barriers so public agencies can complete energy efficiency projects and working in partnership with Los Angeles County to ensure the Program’s long-term success.
Results: Saving public agencies energy and money
The support provided to local governments and districts through the SoCalREN Public Agency Programs has led to the completion of over 550 energy and/or water efficiency projects. Even with an aggressive growth rate averaging over 20% per year, we have exceeded program satisfaction targets for every year since program launch.

What’s Next

TEC has helped the Programs develop a forward-thinking business plan for 2018-2025 that focuses on leading communities to a safe, secure, resilient, affordable, and sustainable energy future.
